Sandusky City Government follows the council-manager plan. The elected city council, six members in addition to the mayor, formulate municipal policy and appoint a professional city manager, an expert in civic administration, who is directly accountable to the council, to execute its programs.

The city manager makes the necessary administrative decisions within the city government and works with the city department heads to handle the many managerial and technical details of each division of the city services.

Legislative authority and policymaking are vested in the City Council, which consists of the Mayor and six Council Members. They are responsible for passing ordinances, adopting the budget, appointing committees, along with numerous other obligations. Responsible for preparing and maintaining official city records, voter registration, elections, taking of and preparing minutes, business license insurance, archiving and filing of ordinances, resolutions, contracts, bid openings, cemetery records, etc. All records of council business and copies of official documents are available to the public at the City Clerk's office.
